Коллективам девяти крупных предприятий региона в текущем году увеличат зарплату

Большинство руководителей жамбылских компаний обязались повысить зарплаты своим работникам к сентябрю. Некоторые такие обязательства наметили на июль. Свои намерения они закрепили в подписанном меморандуме о сотрудничестве с акиматом области и региональным советом профсоюзов. Еще два месяца назад аким области Канат Бозумбаев попросил работодателей всерьез задуматься о повышении фонда оплаты труда, соразмерном росту производительности. Предложение прозвучало во время подписания трехстороннего соглашения между областным акиматом, областным советом профсоюзов и филиалом Национальной экономической палаты Казахстана «Союз Атамекен» по вопросам трудовых и социально-экономических отношений.
Но затем наступила пауза, и стало казаться, что работодатели благополучно забыли о своих обязательствах. Во всяком случае, один из них точно запамятовал идею и содержание мартовской встречи, поскольку в мае на вверенном ему предприятии возникла социальная напряженность. Переговоры с рабочими завода удались только с третьего захода, и то с участием акционеров и местных исполнительных органов.
- Не надо доводить людей до крайностей. Заранее нужно вникать в нужды трудящихся, – подчеркнул глава региона во вторник в ходе встречи с участниками второго меморандума.
Каждый из них обязался в течение года повысить среднюю зарплату примерно на 20 процентов. У кого-то планка ниже, к примеру, ТОО «Казфосфат» к сентябрю увеличит оплату разово и только на 12 процентов. А Таразский металлургический завод, где в январе уже было десятипроцентное повышение, планирует начислить надбавку еще в 30 процентов с 1 июля. Впрочем, даже при таком раскладе усредненный показатель на двух предприятиях сильно разнится: на первом шагнут за 80 тысяч тенге, на втором приблизятся к среднеобластному показателю в 61800 тенге.
По правде говоря, изыскать ресурсы для адекватной оплаты труда крупные предприниматели могли бы и раньше. Ведь еще в прошлом году объемы промышленного производства в регионе возросли на 30,9 процента. Причем отдельные предприятия, скажем, местные филиалы ТОО «Казфосфат», могли похвастать ростом производительности в 46 процентов по сравнению с 2010 годом, а зарплату подняли лишь на 14 процентов. О достойном вознаграждении приходилось мечтать не только химикам, но и энергетикам, газовикам и, особенно, металлургам, чей труд оценили в 49000 тенге. В целом же область со средним показателем в 61800 тенге пока отстает от большинства регионов страны.
- Да, у нас были высокие темпы роста заработной платы. Номинальная зарплата за год увеличилась на 20,4 процента, а реальная – на 10,5 процента при среднереспубликанских показателях 16,1 и 7,2 соответственно. Но мы лишь поднялись с 16-го на 15 место, – отметил К. Бозумбаев.
Явная недооценка вклада рабочего класса в экономический прорыв наблюдалась на фоне заметного увеличения валового регионального продукта (ВРП). Если в 2010 году ВРП области составлял 446 миллиардов тенге с приростом на 7,6 процента, то в 2011 году – 617 миллиардов тенге, на 14,3 процента больше предыдущего показателя.
- Удержать рабочую силу в регионе при низкой оплате не удастся, – сказал Канат Бозумбаев. – А поскольку наша задача заключается в том, чтобы создавать рабочие места на новых и действующих предприятиях, наращивать мощности, то и уровень зарплаты должен постепенно расти и к 2015 году достичь среднереспубликанского. Понятно, что со стороны работодателей есть встречные пожелания. Мы их рассматриваем и всегда идем навстречу, и будем помогать впредь.
В девяти меморандумах, заключенных между акимом Жамбылской области Канатом Бозумбаевым, председателем областного совета профсоюзов Гульсын Орынбаевой и руководителями предприятий, оговорены конкретные схемы повышения окладов. О планах товариществ «Казфосфат» и «ТМЗ» мы уже рассказали выше. Теперь коротко об остальных. ТОО «Жамбылские электросети», где в январе уже повышали зарплату на десять процентов, планирует аналогичную акцию в июне. В течение года 20-процентную надбавку обязуются доначислить АО «Запчасть» и ТОО «Какпатас-Кордай». К сентябрю то же самое сделает руководство АО «Жамбылгипс». На 15-процентное повышение в течение года решилась Жамбылская ГРЭС, 10-процентное обещает Жамбылский производственный филиал АО «КазТрансГаз Аймак». ТОО «Фабрика ПОШ-Тараз» незадолго до подписания соглашения уже увеличило зарплату с 30 до 35 тысяч тенге. По словам директора Болата Момышева, при возможности этот вопрос снова будет пересмотрен.
При этом социальная ответственность работодателей по определению может иметь и другие проявления. По словам генерального директора ТОО «Казфосфат» Мукаша Искандирова, бремя социальных забот предприятие несет по давно отработанной схеме: это и льготные путевки для детей химиков в оздоровительный лагерь, и путевки в профилакторий, и содержание общежития. А на ТМЗ недавно пришли к дифференцированным системам оплаты труда и премирования с учетом вклада подразделений и отдельных работников в развитие предприятия, выполнения производственных планов.
- Заключенное нами соглашение – залог реального сотрудничества трудовых коллективов с работодателями, цивилизованных отношений между ними, – подытожил аким области. – Пока эти цифры – плод компромисса. Оплату труда следует повышать по мере роста его производительности. И это касается не только присутствующих здесь предпринимателей. Сегодняшние меморандумы – это только начало работы, которая будет набирать обороты по спирали. Уверен, профсоюзы постепенно усилят свое влияние и добьются улучшения условий для работников и других предприятий Тараза и районов области.
